The Precinct Strategy aims to assist the Republican Party in succeeding through grassroots volunteer efforts by:


  1. Shaping the policies and direction of the Republican Party


  2. Determining who represents the Republican Party in public office elections.


  3. Choosing leaders of the Republican Party who genuinely reflect the people's interests.


    Grassroots volunteers from diverse backgrounds hold the most vital roles within the Republican Party of Kentucky. At the local level, this year the Boyd County Republican Party adopted the precinct model. Boyd County consists of 48 voting precincts, each with positions for a Captain, Co-Captain, and Precinct Youth Captain (who must be under 40 years old). These volunteer roles are crucial for building community and precinct connections, sharing information from the party and the community, and supporting election campaigns. Their activities also involve facilitating voter registration and absentee ballot access, leading get-out-the-vote efforts, distributing campaign materials, promoting our party, and addressing voter concerns.


Why Build A Precinct Organization?


The precinct represents the fundamental unit of the American political framework. Precincts serve as the foundational elements that form wards, towns, counties, state legislative districts, congressional districts,

states, and ultimately, the entire nation.


We each cast our votes at a polling location within our own precinct. In urban and suburban areas, precincts typically encompass the local neighborhood where you reside. In rural areas, they can cover much larger geographic areas. There are around 180,000 precincts in America, with each precinct having, on average, about 500 to 1,000 registered voters.


Historically, legislative power has tended to concentrate with those who controlled the precincts. This was most evident in the old urban political machines and the notorious “ward bosses” who dominated the politics and patronage of their communities.


The precinct is also the fundamental organizational unit of the Republican Party of Kentucky and is managed through the precinct committee. One of the aims of the Republican Party of Kentucky and its local GOP affiliates is to develop a grassroots precinct organization focused on promoting traditional conservative values. The goal is as straightforward as it is significant: Establish a lasting grassroots organization that can

act as a platform for any issue or project the leadership and members consider essential.

While issues and personalities may evolve, maintaining a permanent organization is crucial for providing conservative citizens with a continuous voice in American politics.


Descriptions Of Precinct Committee Officers:  


(a) Precinct Captain: The Precinct Captain is an elected official who represents the GOP voters of his or her precinct at the County Republican Party level. This is a volunteer grassroots position primarily used for election campaigns; facilitates voter registration and absentee ballot access; leads the get out the vote outreach efforts; distributes campaign and party literature; promotes the party; and addresses voter concerns. The Precinct Officer is a member of the County Committee in which they reside. 


(b) Precinct Co-Captain: The Precinct Co-Captain shares all the duties and authorities of the Precinct Captain during the absence or disability of the Precinct Captain, and also serves during a vacancy in the office of Precinct Captain until such vacancy is filled. Further the Precinct Co-Captain assists and supports the Precinct Captain in carrying out important tasks and act as a go-between for the Precinct Captain and other key stakeholders as needed. 


(c) Precinct Youth Captain: The Precinct Youth Captain, who is required to be forty (40) years old or younger when elected, encourages party engagement among young voters and conducts activities and responsibilities designated to the Precinct Captain. They design and implement programs that will build engagement among young voters throughout the precinct and share with the County Youth Chairman to build coordination throughout the County.

In July, the Republican registration advantage continues to expand. Republicans make up 47.46% of all registered voters in the Commonwealth, surpassing Democrats by nearly 200,000 voters statewide.


Over the past month, Republican registration across the state has increased by 828 voters, whereas Democratic registration has decreased by 890 voters.


In Boyd County, there are currently 16,318 registered Republicans, surpassing the 14,441 registered Democrats. The Democratic Party has deviated from its original course, and its leadership no longer reflects the traditionally conservative values of the everyday working-class individuals in our communities. The values of mainstream Americans are frequently challenged, but a shift is happening! The trend is clear: more Kentuckians are choosing to register as Republicans, and the gap is widening each month.

    In Conclusion


    The 2026 elections in Kentucky are pivotal for everyone, as they will decide the state's future representation in the US Senate, influence the composition of the state legislature, potentially affect the judiciary's direction, and impact local policy decisions. The saying "a bundle of sticks can't be broken" underscores the strength found in unity and cooperation. The motto "United We Stand, Divided We Fall" is thought to originate from the revolutionary war ballad "The Liberty Song" by John Dickinson. While a single stick can be easily broken, individuals alone can be overcome, yet united, they become significantly stronger and more resilient. When grassroots conservatives come together, we all thrive!
